This one is also no-wipe: it cures completely, so after the lamp, your nail is immediately dry and you can continue right away. The matte effect develops during curing: the layer goes from glossy to matte under the lamp.
Apply a thin layer over your cured color and cure for 60 seconds under an LED or UV lamp. If you want shine, check out the Non-wipe Top Coat. More finishing layers can be found at top coat.

No, that is exactly the point. A no-wipe top coat cures fully, so after the lamp your nail is dry and shiny straight away and you can carry on.
